"A people which is governed by a power must know the power by which it is governed. It, the people, must direct and control this power. It must fall into the arms of the power when it commits crimes. Otherwise, it, the people, becomes an accomplice.
The basis of democracy is the sovereignty of the people and not the power of an authoritarian state. The citizen is not in a relationship of obedience to the government, but the government is responsible to the citizen for its actions within the framework of the law. The citizen has the right and the duty to call the government to order if he believes it is disregarding democratic rights."
